There is no regulation on food packaging paper in EU, and it is generally in accordance with the provisions on food contact paper in part 36 of the federal risk assessment institute of Germany. It is stipulated in bfr36 / 2 baking paper that colorant or fluorescent whitening agent shall not be used in baking paper. However, the above substances can be used in the outer layer of multilayer paper and paperboard that are not in direct contact with food when the colorant or fluorescent whitening agent does not migrate to food. 日本、澳大利亚、新西兰等无具体针对食品包装纸的法规，仅由食品接触材料通用法规进行管理。

Japan, Australia, New Zealand and other countries do not have specific regulations for food packaging paper, only by the general regulations of food contact materials.
